Selected to Design New Ingleside and Portola Branch Libraries
San Francisco - Following a design competition, two architectural teams have been selected
to design new branch libraries for the Portola and Ingleside
neighborhoods. The joint venture team of Stoner Meek/Noll & Tam was selected for the Portola Branch and for the Ingleside Branch, the joint
venture team of Fougeron Architecture/Group 4 Architecture Research, & Planning was chosen.
A total of seventeen architectural teams responded to the RFQ for the competition, which was issued in November 2002.
Six teams were invited to submit entries for a blind competition.
The two teams selected each have broad experience in working
on public sector and/or library design. Group 4 of the Fougeron Architecture/Group 4 team is currently working
on library planning and design projects for San Jose, Santa Clara, Sonoma County, and the city of Oakland. Fougeron
has background working for both the public and private sectors, including work with non-profits.
Project Principal Chris Noll and Design Principal Jill Stoner will
lead the joint venture team for Portola, Stoner Meek/Noll & Tam. Chris Noll has in the last 10 years led the planning, design and construction
of twenty public libraries. Jill Stoner has numerous award-winning
design projects, including three international urban design
competitions, two national housing competitions, awards
from the AIA, and the American Wood Council.
The architect teams had six days to prepare three boards for
submittals. The competition was to choose a designer, not
a design. It was a quick exercise, intended to demonstrate
the creativity of the designers. As it was a blind competition,
the firm names were left off the design boards.
The boards were on display at the Branch libraries for two
days to gain community input. Over 100 people filled out "score sheets," including a class from Martin Luther King, Jr. Middle School, where the library
will be built.
A distinguished panel made up of prominent architects and
librarians scored the competition. The designs were evaluated
on function, siting, community input, and design.
Panelists:
- Mr. Gordon Chong, FAIA was the 2002 President of the American Institute of Architects and is the founder of Gordon Chong
and Partners.
- Ms. Susan Hildreth is San Francisco's City Librarian.
- Mr. Donlyn Lyndon, M.F.A., F.A.I.A. is a professor of architecture at UC Berkeley and principal
of Lyndon/Buchanan Associates.
- Ms. Carmen Martinez is the Director of the Oakland Public Library.
- Mr. Amit Ghosh is the Chief of Comprehensive Planning for the San Francisco Planning Department. (panelist only

The winning boards currently are on display at the branches.
It is anticipated that the new Portola Branch Library will
be built on a portion of the Martin Luther King, Jr. Middle
School grounds on the corner of Bacon and Goettingen.
The new Ingleside Branch will be built on the site of Sunset
Auto, 1298 Ocean Avenue at Plymouth. Property purchases
for both parcels are pending.

In November 2000, San Francisco voters overwhelmingly passed
a bond measure for $106 million to upgrade San Francisco's
branch library system. The Branch Library Improvement Program
will provide the public with seismically safe, accessible,
technologically updated, and code compliant City-owned
branch libraries in every neighborhood.
Nineteen branch libraries will be renovated and new branch libraries
will be built in Glen Park, Portola, Ingleside and Visitacion
Valley, with groundbreaking scheduled for 2004-05. These
branches are currently housed in leased facilities and
will be replaced by city-owned buildings. Also, a branch
will be built in the new community of Mission Bay.
