RESOLUTION FOR Joint Use Cooperative Agreement bETWEEN THE
WHEREAS, on March 7, 2000, the voters of California passed Proposition 14, "California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2000" approving general obligation bonds in the amount of $350,000,000 for the construction and renovation of local library facilities; and
WHEREAS, Proposition 14 requires that the state give first priority in funding for new library facilities to libraries that enter into specified types of joint use cooperative agreements with school districts; and
WHEREAS, on November 7, 2000, the voters of the City and County of San Francisco passed Proposition A, "Branch Library Facilities Improvement Bonds, 2000" approving general obligation bonds in the amount of $105,865,000 to fund the Branch Library Renovation Project which will replace or renovate 19 branch libraries, construct four new branches to replace those in leased facilities and a new library facility in Mission Bay; and
WHEREAS, the Capital Improvements Advisory Committee reduced Proposition A by $10,000, 000 in anticipation that the Library would receive Proposition 14 grants in at least that amount; and
WHEREAS, one Branch Library Improvement Program project is a new Ingleside Branch Library; and
Whereas, the San Francisco Public Library and the San Francisco Unified School District desire to enter into a joint use cooperative agreement satisfying the criteria for first priority funding from Proposition 14 for the new Ingleside Branch Library to provide needed services to the communities served by the Aptos Middle School as more particularly described in the Joint Use Cooperative Agreement by and between San Francisco Public Library and the San Francisco Unified School District dated ______, ("Agreement") on file with the Library Commission;
WHEREAS, the Agreement will improve the Library's competitive advantage in obtaining Proposition 14 funding while enhancing the Library's ability to meet the documented needs of the community to be served by the new Ingleside Branch Library; and
WHEREAS, the Library's obligations under the Agreement are conditioned upon the Library receiving Proposition 14 funding; and
WHEREAS, San Francisco Charter
Section 9.118. requires the Board of
Supervisors to approve the Agreement; now, therefore, be it
RESOLved, that
the Library Commission endorses and approves the Agreement; and urges the
